Going to Zagreb might be a good option if you spend there just one or two days, rent a car and then drive all the way down to Dubrovnik, stopping in some other key cities like Split or Pula. You can stay one or two days in Zagreb and then go to the Plitvice Lakes National Park on your way to the peninsula of Istria.

 It is worth noting that renting a car🚘 will allow you to drive through the impressive Dalmatian coast and see loads of unexpected pristine beaches🏝️ and lovely villages, as well as a constant breathtaking view of the Adraitic sea🌅.

 Finally, regarding to keeping your budget low🍽️, you should know that as in every city, accomodation in the centre is more pricy, but there are very good options not so far. Besides this you should also know that konobas or local taverns are the perfect option for enjoying a traditional meal without exceeding your budget.
